Can foreigners buy property?

Foreigners can buy freehold property within Integrated Tourism Complexes (ITCs). Outside ITCs, ownership is restricted to GCC nationals.

Land ownership rules

Property in ITCs grants residency to the owner and immediate family. Title issued by Ministry of Housing.

Legal process

Reservation → sale and purchase agreement → registration at the Ministry of Housing. Typically 1–2 months.

  • Passport
  • Proof of funds
  • Bank reference

Taxes and fees

Registration fee 3%, plus annual municipality fees. ITC residency comes with the title.
