Can foreigners buy property?
GCC nationals can buy freely. Other foreigners need a Premium Residency, a SAGIA license, or to buy in designated areas. Restrictions apply in Makkah and Madinah.
Land ownership rules
Land registered with the Real Estate General Authority. Mortgage law allows non-Saudis with residency to mortgage.
Legal process
Sale agreement → title deed transfer at the notary public (Kateb Adl) → registration. Typically 2–6 weeks.

- Iqama (residency permit)
- Letter of no objection from employer (if applicable)
Taxes and fees
Real Estate Transaction Tax (RETT) 5% on most transactions. No annual property tax for residential owners.
